On August 21, 2025, the Bosque Central Appraisal District (BCAD) Board of Directors voted to approve its 2026 operating budget. The budget increases spending by 6.63%, or about $82,499, and includes across-the-board 5% raises, additional training expenses, litigation costs, software contracts, and continued homestead audit services. BCAD has claimed that its homestead audit returned more than $7.85 million to the tax roll, but the program and overall spending priorities have drawn significant scrutiny. The adoption of the budget comes despite widespread taxpayer opposition and the fact that BCAD’s operations are currently the subject of state and federal oversight inquiries. Under Texas Tax Code §6.06, the budget now moves to the taxing entities, city councils, school boards, the county, and the hospital district, for approval or disapproval. Each entity has until September 15, 2025, to act. If a majority of the weighted votes disapprove, the BCAD board must revise and resubmit the budget; if an entity takes no action, its silence counts as automatic approval. This places responsibility squarely on the local taxing units to decide whether to accept BCAD’s budget or reject it until accountability concerns are resolved.
